It is worth recalling that in accordance with the new draft law, when determining the amount of customs payments, the price of the vehicle is no longer taken into account — only its age, engine displacement, and type of engine are considered; the base rate will vary from 0 to 150 euros. It is expected that this approach will allow a significant portion of owners of cars with foreign registration to fit within a thousand euros.

The official presidential portal states that this draft law represents a balanced compromise: on the one hand, it is designed to protect the interests of drivers who have already imported inexpensive cars (the document concerns "euro plates" imported no later than December 31, 2020), and on the other hand, to reduce the burden on the environment (only vehicles manufactured no earlier than 1995 and equipped with an engine meeting at least Euro-2 standards are allowed to be registered). However, the key importance is that this will finally allow such cars to be legalized and ensure an adequate level of safety for all road users.

In total, 500 thousand car owners will be able to take advantage of the preferential customs clearance procedure. As calculated by Infrastructure Minister Vladyslav Kryklii, approximately two-thirds of all "euro plate" owners will have the opportunity to register their car for up to 1,000 euros.
