Let us recall that earlier the Russians' plans included the construction of one bridge to create railway and automobile communication from the Krasnodar Territory with the Crimean peninsula. Apparently, for security reasons, a new project has emerged to build two bridge crossings at once.
By the way, in 1944, after the liberation of Crimea from the German occupiers, a railway bridge was built, but a year later it was dismantled, and in 1953 a ferry crossing was made. Under the USSR, this was enough, given the natural connection with the mainland through Ukraine.

Now in Russia they have returned to the need to restore communication with Crimea bypassing the Ukrainian territory. But, according to the Minister of Transport Maxim Sokolov, two bridges for communication with the Crimean peninsula may not be enough in the long term, and therefore the option of building an underwater tunnel under the Kerch Strait is also being considered.
Earlier it was planned to build the bridge crossing in three years, but the Russian government insists on the speedy commissioning of this facility. How much the implementation of these plans will cost the Russians is still unknown.
