After the start of the full-scale war, debt for fines increased significantly, and the gender ratio among non-payers has also changed. In the first half of 2021, women accounted for only 8% of debtors, but by 2025 this figure had reached 21%. This dynamic indicates that in recent years, more and more women have not been paying imposed penalties.
The largest share of violators who ignore payment of fines are men aged 25 to 45 — they appear in 41% of all enforcement proceedings. This statistics outlines the average portrait of a Ukrainian debtor for traffic violations: a middle-aged man who actively drives, breaks the rules, and delays payment.
