In addition, Vladimir Putin officially granted motor rallies the status of meetings, and also equated tent camps with this category. Initially, the document was prepared by the Ministry of Internal Affairs to adjust legislation regulating the holding of gatherings, meetings, demonstrations, processions, and pickets.
According to the new rules, a motor rally is now classified as a type of public action such as a demonstration, and the placement of tents in public areas — the so-called tent camps — will be interpreted as picketing.
For non-compliance with these requirements, liability is introduced: for ordinary citizens — a fine of up to 300 thousand rubles, for officials — up to 600 thousand rubles, and for organizations — up to 1 million rubles.
It is worth noting that in 2014, a similar decree was in effect in Ukraine for a limited period, which provided for the deprivation of driving licenses for moving in a column of five or more vehicles.
