According to AUTO-Consulting, this government project is designed to bring Ukrainian legislation closer to European Union standards, supplementing it with 10 relevant acts. In accordance with the document, almost all types of transport, including motorcycles, will be required to undergo technical inspection once every two years. For new cars, the interval will be four years from the date of first registration. As for taxis, ambulances, and school buses, they will be subject to mandatory inspection one year after registration, and then annually.

The project stipulates that inspections will be carried out by specialized technical control points. Their employees will have to undergo paid training and pass an exam. After successfully passing the inspection, the expert issues a conclusion, which is sent to registration authorities and the Motor Transport Bureau. The driver is issued a special sticker to be placed on the windshield.

Additionally, the bill proposes the creation of a Unified State Register of Vehicles, which will contain information about all cars and the results of their technical inspections. Operation of vehicles that have not passed inspection will be prohibited. The first violation carries a fine of 340 hryvnias, while a repeated violation within a year may result in the revocation of driving privileges for three to six months or administrative arrest for up to 10 days.

Commercial freight transport operating outside Ukraine will have to undergo technical inspection immediately after the law comes into force. Then, progressively. From November 1, 2017, passenger carriers, school buses, and transport on suburban and intercity routes will begin to undergo inspection. And from November 1, 2019, within 16 months, technical inspection will await all cars registered before that date in odd calendar years. Vehicles registered in even years will fall under mandatory inspection from January 1, 2020, also within 16 months.

Human rights activist and lawyer Vladimir Karavaev reported on his Facebook page that technical inspection is only part of the innovations laid out in bill No. 4683. He drew attention to total checks of the technical condition of vehicles on the roads, confiscation of cars for illegal transportation of passengers and cargo, as well as the introduction of an additional fee for obtaining a professional driver's license, without which transportation would become impossible. According to the lawyer, all this is merely covered by European integration rhetoric, but in reality, officials are trying to create another way to extract money from drivers.
