The document provides for the abolition of tax and excise duty for electric cars over the next five years – until 2020.
According to the initiators of the introduction of benefits, this decision will reduce the consumption of traditional fuel, improve the environmental situation in the country, and also lead to the implementation of legal norms adopted in the EU.

However, deputies believe that if such changes are adopted in their current form, there will be pitfalls. Committee members clarified that importers of cars with internal combustion engines would then be at a disadvantage compared to importers of cars with electric powertrains, which violates the principle of equality of taxpayers. In addition, the elected officials express concerns that the abolition of taxes for electric vehicles will have a negative impact on the budget in the form of shortfalls in VAT and excise duty. Therefore, it is proposed to make some clarifications and changes to the bill. In particular, it may be about providing only temporary benefits and abolishing only the excise tax, while leaving VAT.
