Belarus, Bulgaria and Romania
Drivers are prohibited from driving a dirty, unwashed car. This even carries a fine (not just a warning).
Bulgaria
On one-way streets, parking is allowed only on the left side.
Cyprus
In residential areas and near hospitals, using the horn is prohibited. In addition, drivers are not allowed to eat in cars. Also, obscene gestures and "threatening waving" as an expression of indignation are prohibited.
France
Driving with headphones is prohibited. The trick with one earbud won't work either. Also, the alcohol test is only carried out in the car (of the potential violator).

Greece
Smoking while driving is prohibited. Probably for safety reasons (the driver may be distracted by a cigarette or even fail to control the steering wheel with one hand).
Iceland
Driving on gravel is strictly prohibited. However, if parking is not marked on it, then it is allowed.
Germany
Driving slowly on the autobahn carries a fine. In addition, threatening another road user, including through gestures, is prohibited – this carries a penalty of 500 euros.

Spain, Portugal, Switzerland
If a driver wears glasses (not sunglasses), they must have a spare pair. Well, what if they break on the way?
