The tests were conducted by non-governmental organizations Transport & Environment (T&E) and France Nature Environment (FNE), as well as the audit bureau Bureau Veritas. The testing is related to the fact that since 2017, the European Union has been preparing to introduce new rules for car certification, which include new standards for fuel economy data in road, rather than laboratory, conditions.
Today, the vast majority of automakers check fuel consumption on stationary load benches, which does not provide real and reliable information. Proof of this is the published data on tests of Peugeot and Citroen:


It should be noted that during the experimental runs, experts drove on public roads in normal traffic conditions (25 km in the city, 39 km on suburban roads, and 31 km on a high-speed highway).
