In March, carriers accumulated large debts, and now oil traders refuse to release fuel without prepayment. "If we don't raise the price, we might have to stop operations. We need to at least break even," said Igor Husak, a private carrier.

Other carriers complain about the lack of funds to renew their fleets - new minibuses have not been purchased for more than five years. The head of the city administration, Volodymyr Bondarenko, also confirmed this: "Indeed, fuel and lubricant prices have risen significantly, and the industry is operating at a loss or with zero profitability."

In addition to private carriers, "municipal" minibuses, which account for about a third of the entire minibus fleet, may also raise tariffs.
