As part of the initiative, it is envisaged that the state will finance the adaptation of cars for the needs of servicemen with disabilities. In addition, it is planned to compensate the costs of mandatory car insurance for combatants and persons who have the status of war-affected individuals.

At the first stage, which falls in 2025, the adoption of key decisions by the Cabinet of Ministers is envisaged:

  • by September 15, 2025, it is necessary to approve the rules for payment of compensations and technical standards for the conversion of vehicles;

  • by October 1, to develop a mechanism for reimbursing costs for those who pay insurance premiums.

According to the plans, by the end of 2025, compensation will be received for 100 converted vehicles, and by the end of 2026, for 400 cars. The total costs for payments and insurance within the program will reach about UAH 500 million.

Expanding support for veterans

A separate area of work is the formation of a network of specialists who will accompany veterans at the community level. During 2025, their number is planned to be increased to 3,000, which will fully cover the needs of frontline territories.

The government also intends to create state veteran centers — the first 7 such institutions will open their doors by the end of November 2025, and by the end of 2026 there will be at least 40 of them.

Regulatory framework

To make the program work, the government is preparing a number of draft laws that should clearly define different groups of veterans — from those who participated in World War II to fighters defending the country from Russian aggression, as well as foreign volunteers.

In particular, by August 31, 2025, it is planned to submit to the Verkhovna Rada a draft law on the foundations of state policy regarding veterans. And by the end of 2026, the government must ensure the adoption and implementation of the full set of necessary regulatory acts.
