The main innovation is the complete abolition of the so-called "non-fine threshold" of 20 km/h. It is this leniency, which for a long time allowed drivers to exceed the speed limit without consequences, that is proposed to be removed. The author of the initiative is convinced that such an exception no longer meets road safety requirements, and such practice does not exist in EU countries.

"Our goal is not to punish drivers — we want them to think about safety. It is safe speed that saves lives", emphasized Volodymyr Kreidenko.

New approach: fine scale

The draft law proposes to introduce a branched system of penalties depending on how much the driver exceeded the permitted speed. Each subsequent 10 km/h over the limit will form a separate category with its own fine amount. This gradation looks as follows:

  • by 10–20 km/h — 340 UAH;

  • by 21–30 km/h — 680 UAH;

  • by 31–40 km/h — 1360 UAH;

  • by 41–60 km/h — 1700 UAH;

  • by 61–80 km/h — 2720 UAH;

  • over 80 km/h — 3400 UAH.

In fact, document No. 13314 aims to change drivers' attitude to speed limits. If the parliament supports this project, it will become another step towards bringing Ukrainian traffic rules closer to European standards.
