The initiator of the bill, people's deputy Daria Volodina, said that the idea was prompted by numerous complaints from parents. People complained about problems finding a free spot near the entrances to public institutions, especially when they have to carry a child car seat or even several, making their way between cars in dense traffic.
Ms. Volodina also noted that this initiative is designed to promote the country's demographic development.
"If we truly seek an increase in the birth rate in Ukraine, it is not enough to simply call for it — we need to provide comfortable and humane conditions for those who are already raising children. Parking spaces for parents with children is a minor detail in the scale of legislation, but a significant help in everyday life," the deputy noted in an interview with AUTOGEEK.
The document stipulates that in specialized parking zones, at least 5% of spaces (but not less than one) will be allocated for cars with children. Such spaces must be marked with special signs or road markings.
This initiative is based on the practice of European countries. In Germany, Austria, Poland, as well as in the USA and Canada, such parking spaces have long been a common part of urban infrastructure. They are distinguished by greater width, convenience, and location closer to entrances to make life easier for parents with young children.
Only drivers transporting children under three years old will be able to use such spaces, provided the car has the appropriate identification sign.
