The Ministry of Infrastructure has submitted the draft law for public discussion, publishing it on its official web resource.
According to the document, restrictions on movement for cars with petrol and diesel engines will be introduced in two stages:
- from 0.01.2027, a ban on the import of used diesel cars will come into effect;
- from 01.01.2030, the import of any vehicles with internal combustion engines (including new diesel cars, as well as petrol models both with mileage and without) will be prohibited.
It should be emphasized that the restrictions will affect not only cars imported from abroad, but also those produced at Ukrainian enterprises.
Exceptions are provided for vehicles used by the Armed Forces of Ukraine and other military units, as well as for agricultural machinery of farmers operated off public roads. In addition, the restrictions will not apply to cars received as inheritance, and to cars manufactured before January 1, 1981 (the latter probably refers to retro cars and historical vehicles).
The explanatory note states that the purpose of the bill is to create incentives for the transition to electric transport. It is also mentioned as part of the implementation of the provisions of the Association Agreement between Ukraine and the European Union and Directive 2009/33/EC of the European Parliament and of the Council of 23 April 2009 concerning the promotion of clean and energy-efficient road transport vehicles.
Autoportal's opinion
Obviously, at this stage it is quite difficult to take this bill seriously, given the current situation and the state of the domestic car market. However, the ministry does not hide that the document is published precisely for public discussion. To be considered by the Verkhovna Rada, the draft must be coordinated with a number of state structures and public organizations, and then receive approval from the Cabinet of Ministers, which decides on its submission to parliament. So on this long bureaucratic path, the document may undergo significant changes or remain unrealized.
