The bills introduce a preferential 180-day customs clearance period for cars with European license plates imported into Ukraine before December 31, 2020. One citizen will be able to legalize only one "euro plate" car of Euro-2 standard and above.
Customs clearance will be calculated by the formula: Rate = base rate + Ve + Fe. The base rate is:
- for cars aged 0-9 years – 0 euros;
- for cars aged 10 years – 25 euros
- for cars aged 11 years – 50 euros;
- for cars aged 12 years – 75 euros;
- for cars aged 13 years – 100 euros;
- for cars aged 14 years – 125 euros;
- for cars aged 15 years and older – 150 euros.
Ve is the tax rate for cars and it is:
- 0.25 euros per 1 cubic cm of engine displacement – for cars with engine displacement up to 2000 cubic cm;
- 0.2 euros per 1 cubic cm – for cars with engine displacement 2001-3000 cubic cm;
- 0.25 euros per 1 cubic cm – for cars with engine displacement 3001-4000 cubic cm;
- 0.35 euros per 1 cubic cm of displacement – for cars with engine displacement 4001-5000 cubic cm;
- 0.5 euros per 1 cubic cm – for cars with engine displacement over 5000 cubic cm.
Fe is the tax rate depending on the engine type. For gasoline and diesel engines it is 100 euros, for hybrids and electric cars it is zero. That is, customs clearance of a car will average about 1000 euros.

It is noteworthy that the activists of the "Auto Euro Force" organization were not satisfied with the bills, because this is only a temporary solution to the problem. Therefore, they organized a rally under the Verkhovna Rada demanding a reform of the customs clearance system. Deputy Chairman of the Committee on Finance, Tax and Customs Policy Oleksandr Kovalchuk said that such a law could be adopted before the end of the year.
