The Verkhovna Rada in the first reading supported draft law No. 15358 on liability for driving a vehicle with an excessive noise level. 261 deputies voted for the document.
Fines for loud exhaust may reach UAH 34,000
During martial law, the draft law provides for a fine of UAH 17,000 for the first violation. A repeated excess of the permissible noise level may cost the driver UAH 34,000. In addition, it is proposed to deprive the right to drive for a period of three to six months.
In peacetime, the sanctions are planned to be smaller: UAH 8,500 for the first violation and UAH 17,000 for a repeated one.
The new rules will primarily apply to cars and motorcycles with modified exhaust systems, faulty mufflers or forced engines, if they create noise above the permissible level.
Loud cars are planned to be detected automatically
It is proposed to control the noise level not only during police checks. The draft law provides for the use of automatic systems based on the principle of cameras that currently record traffic violations.
The authors of the document link the strengthening of liability to the conditions of martial law. According to their explanation, loud transport may resemble the sound of strike drones, and extraneous noise can complicate the recognition of real air threats by air defense forces and mobile fire groups.
Draft law No. 15358 is currently supported only in the first reading, so the proposed fines have not yet entered into force. The official card of the Verkhovna Rada confirms that the document is undergoing the parliamentary procedure.
