Lawyer Vladimir Karavaev suggested that the people's deputies either did not have time or deliberately ignored the experts' conclusion. According to their calculations, one camera can bring about 40 thousand hryvnias per hour to the treasury. If you multiply this number by the number of cameras and hours in a year, you get an impressive amount — more than 525 billion hryvnias.

To briefly summarize the experts' position, it should be recalled: the Constitution of Ukraine enshrines the presumption of innocence, so no one is obliged to prove their non-involvement. However, the new law essentially shifts the burden of responsibility to the vehicle owner, even if someone else was driving at the time of the violation. The text of the law states that administrative liability for violations recorded by automatic photo and video recording means is borne by the person on whom the car is registered. Such situations on the roads are not uncommon, because a significant part of cars is driven by power of attorney.
