But here's the problem: finding out who exactly owns the car just by the license plate is almost impossible. Access to the Ministry of Internal Affairs databases is closed for ordinary citizens — this restriction is imposed by the law on personal data protection. Nevertheless, there are legal methods to obtain the necessary information online.

1. Government online services

In a number of countries, including Ukraine, open registries operate that provide basic information about a car. For example, the Ukrainian Ministry of Internal Affairs service allows you to find out by license plate or VIN code:

  1. the make and model of the vehicle;

  2. the date when the car was first registered;

Can you find out the car owner for free?

Partially — yes. Here's what is available without payment:

  1. open registries of the Ukrainian Ministry of Internal Affairs — basic information by license plate and VIN;

  2. VIN check platforms — data on restrictions, accidents, and liens;

  3. the website of the Motor (Transport) Insurance Bureau of Ukraine — checking the OSAGO policy by car number.
