As reported, the preferential regime will apply exclusively to components for assembling electric transport in Ukraine, not to the import of finished electric vehicles. Within the framework of this initiative, it is planned to retain benefits on the import of components for:

electric vehicles (BEV);

plug-in hybrids;
-
electric transport for defense purposes, in particular pickups and station wagons for the Armed Forces of Ukraine;
-
trolleybuses, electric buses, trams, and metro cars.
The Federation of Employers emphasizes: retaining the benefits will ensure predictable conditions for organizing full-scale production of electric transport with significant added value, will facilitate attracting investments, and will reduce dependence on imports in this strategically important segment.
It is worth mentioning: since 2021, the volume of electric vehicle imports to Ukraine has increased sevenfold thanks to the existing benefits, but due to the war and economic difficulties, domestic production has not yet started. Currently, both foreign and domestic companies are ready to launch production if tax and customs conditions are clear and stable.
The Federation of Employers, together with manufacturers, has already prepared draft laws on amendments to the Tax and Customs Codes along with explanatory materials, which should speed up the coordination of documents and their consideration by the government. Currently, the preparation of a financial and economic justification for the Ministry of Economy is underway.
