Yes, currently the import duty on imported cars is 10% – this is the (minimum) rate that Ukraine established after signing the agreement with the World Trade Organization (WTO). However, after signing the Association Agreement between Ukraine and the European Union, the import duty should, in fact, be abolished. The process will take place in stages, with 10 years allotted for this. The rate should be gradually reduced and ultimately brought to zero (by 2024 or 2027, but exactly when – has not yet been decided). Naturally, in this case, the zero duty applies to cars produced in Europe.

However, as the head of the All-Ukrainian Association of Automobile Importers and Dealers (UAAID) Oleh Nazarenko told the media, the association advocates that the zero duty should cover not only cars from the EU, but also Japanese, American, Korean, and Chinese ones. The only exception should be cars produced in the aggressor country (Russia) – for them, it is planned to keep the same rate, 10% (and even then, only for individuals).

According to Nazarenko, the corresponding legislative initiative will be proposed for consideration by the Verkhovna Rada and the Cabinet of Ministers. The head of UAAID estimates that the abolition of the import duty will make cars more affordable by at least 12%. Naturally, a decrease in prices for new cars will lead to a corresponding drop in the "secondary market" – that is, used cars should also become cheaper.
