The cost of a non-strategic facility outraged the director of the strategic development department of the road market of the Ministry of Infrastructure, Roman Khmil. It was he who discovered the project to reconstruct the highway towards Koncha-Zaspa, near Kyiv. After analyzing it, Roman found that updating this road costs more than all pothole repairs in Ukraine. He immediately published the information on his Facebook page.

According to Khmil, this is about road N-01 Kyiv-Znamianka (km 14+740 – km 43+375) on the Kyiv – Obukhiv section, 28.6 km long. He clarified: “This is the old road to Koncha-Zaspa, which ends there. Despite the fact that the Novo-Obukhov road was built in parallel and is in good condition, for Euro-2012 it was decided to repair this road as part of the 'approaches to Kyiv' project.”

Then Ukravtodor ordered the development of design and estimate documentation for UAH 702.2 million (UAH 25 million/km), which was later approved by CMU Resolution No. 454-r dated 26.06.2013.

“Then it gets more interesting,” Khmil continues. “Work on the project begins, a contractor is determined by tender, and the tender conditions already differed from the project approved by the CMU. The contract is signed in euros, even though everyone saw the devaluation rates of the national currency.”

Then, under the auspices of Ukravtodor, the technical council makes changes to the project. According to experts, the cost of the updated project will be about UAH 1.6 billion.

The official's indignation is understandable, since the cost of a road that no one needs, except for oligarchs living in Koncha-Zaspa, exceeds the entire budget of Ukraine for point repairs, and is more than twice the cost of the “Roads of the Carpathian region” project. Only UAH 700 million is allocated there for 120 km of roads.

In his publication, Roman Khmil was indignant: “30 km, Karl! UAH 1.6 billion! For Koncha-Zaspa! During the war! Because it is extremely necessary. I wrote a report to the minister, and he to the Cabinet. It's also hot in our trenches.”
