In Ukraine, the period of active use of scooters, mopeds, and motorcycles has begun. According to current rules, motor vehicles with an engine displacement of over 50 cubic centimeters are subject to mandatory registration. The procedure for registering such a vehicle costs the owner a considerable amount. "Recently, I bought a moped for 9,600 hryvnias, with an engine displacement of 150 'cubes'. For registration, insurance, and technical inspection, I had to pay almost a thousand hryvnias. Technical inspection — 250 hryvnias, insurance — about 70 hryvnias, and the registration itself — 625 hryvnias," said Oleksiy, a resident of Donetsk region.

Nina Khmelyovska, head of the press center of the Department of the State Automobile Inspectorate of Ukraine, stated that from January 1, 2010, registration with the State Automobile Inspectorate will become mandatory not only for mopeds with a 50 cubic centimeter engine but also for all other motor vehicles. "For lack of registration, the same liability will be provided as for any other transport — the moped will be sent to the impound lot, and a fine of 400 hryvnias will also have to be paid. Currently, we are holding owners of unregistered mopeds with an engine displacement of over 50 cubic centimeters accountable. They are also required to have a driver's license with an open category 'A'. The fine for its absence is from 380 hryvnias," she explained.

Employees of the capital's State Automobile Inspectorate reported that they intend to regularly conduct raids to identify unregistered mopeds and scooters. In their opinion, this practice has proven to be a fairly effective way to combat violators.
