The purpose of this initiative is to move enforcement proceedings into the digital realm and make any attempts to evade obligations impossible. The draft law, initiated by Prime Minister Denys Shmyhal, includes the following provisions:

  • merging the Unified Register of Debtors with other state databases, which will make it impossible to re-register or deregister a car without a prior check of the owner;

  • automatic seizure of funds;

  • mandatory verification by notaries of the presence of debtors in the register when processing real estate or vehicle transactions — if the owner is listed there, the transaction will be blocked;

  • a ban on departmental registration of vehicles for debtors;

  • granting official car dealerships the right to register used cars with a preliminary check through the debtor register.

Key point: under the new rules, during any registration action with a vehicle, the system will automatically check whether the owner appears in the debtor register. If so, the procedure will be terminated, and the relevant data will be sent to the enforcement service.

However, there are exceptions. Registration will be possible if it does not involve the alienation of property, if the car is purchased to pay off a debt, or if it is transferred free of charge after confiscation.
