The list of offenses covered by the draft law includes ignoring traffic lights, improper crossing of intersections or pedestrian crossings. For the first such violation, the driver will have to pay 1020 hryvnias. If it happens again within the next 12 months, the amount will increase to 2550 hryvnias, and the court will have the right to deprive the violator of their driver's license for a period from six months to a year.
The main change is that paying the fine will no longer automatically clear the offense history, as it currently works. The information will remain in the database and will be taken into account when determining punishment for subsequent offenses.
According to the document, the consideration of such cases is assigned to the National Police and the Military Traffic Safety Inspection of the Armed Forces of Ukraine. At the same time, making decisions on license deprivation, as before, remains the exclusive prerogative of judicial authorities.
According to experts, the introduction of such a scheme will help reduce the number of repeated violations and strengthen discipline on the roads. Similar mechanisms have long been successfully used in European countries, demonstrating their effectiveness in improving traffic safety, in particular for the protection of pedestrians.
