We are talking about a revised version of draft law No. 8082, which will soon be submitted for its first reading in the Verkhovna Rada. The relevant parliamentary committee dealing with transport and infrastructure issues has already supported this document. The changes are intended to clearly prescribe the mechanism for depriving driving rights during the period of mobilization, since until now the legal consequences of such court decisions were not sufficiently regulated.

What will the procedure be? In the event that a conscript fails to fulfill the requirements of the territorial recruitment center within a specified period, in particular, ignores a summons or does not appear when called, the TCC will have the right to file a lawsuit with an administrative court. If the court rules in favor of the plaintiff, a temporary restriction on the right to drive a car is imposed. Then the driver's license is confiscated by police officers, or the citizen must surrender it to the Ministry of Internal Affairs on his own.

The basis for this is the new version of Article 283-2 of the Code of Administrative Procedure, which gives the TCC the right to initiate court proceedings to apply a temporary restriction on driver's rights.
