It turned out that this provision was excluded from the document at the insistence of the UDAR faction. They justified their decision by saying that the draft law is already overloaded with various norms, so it is more logical to consider the issue of increasing the excise tax on diesel cars separately.

According to the meeting transcript, the author of the initiative, Arseniy Yatsenyuk, agreed with the arguments of his colleagues.
Most likely, the excise tax increase will still be approved, but a special law will be adopted for this purpose.
In addition, the parliamentarians supported draft law No. 4646. It provides for the removal from the Customs Code of a clause that allowed diplomats to import one car into the country without paying customs duties.
