If the issue of special duties has already been resolved and approved by the Interdepartmental Commission on International Trade, then regarding bill 4238, deputies expect serious resistance from those interested in this fee. This law, in addition to abolishing the recycling fee, also provides for the abolition of the excise tax on passenger cars (and other vehicles for transporting people, except buses) converted from non-excisable trucks imported into Ukraine, which came into force on January 1 of this year.

The collection of the recycling fee from importers was originally conceived as a method of additional financial pressure on imported cars in order to create comfortable conditions for Ukrainian car manufacturers. The latter were exempted from this fee under guarantees of creating capacities for receiving and dismantling recycled vehicles. At the same time, payment of the fee did not guarantee further recycling of cars, since the tax itself has no designated purpose, and the fee rates are inflated.
Today, rallies are taking place near eight customs offices in the western regions of Ukraine and Zhytomyr. Protesters demand the abolition of the artificially created levy on motorists.

Special duties will be halved from April 14, passenger cars with a gasoline engine displacement of 1000-1500 cc will be subject to an additional duty of 3.23%, and with an engine displacement of 1500-2200 cc - 6.475%. In the future, special duties will be gradually reduced to zero over the next two years or may be completely abolished.
