According to the document, in 14 years New York will allow the sale of only those passenger cars and light commercial vehicles that have zero emissions. From 2045, the same rule will apply to trucks.
The New York State Department of Environmental Conservation defines zero-emission vehicles as electric vehicles powered exclusively by traction batteries (BEV) and fuel cell electric vehicles, i.e., hydrogen vehicles (FCEV). That is, the new law leaves no chance even for hybrids, which are currently considered a compromise solution.

State authorities assume that this step will help reduce total greenhouse gas emissions in New York by 85% by 2050.
It is worth noting that earlier, US President Joe Biden set a goal to make the US car market half "electric" by 2030.
