It is not hard to guess that if such "rubber" is not disposed of, it may appear for sale in Eastern European countries (including Ukraine) at throwaway prices.

British media emphasize that the corresponding ban came into force at the beginning of February 2021. The government decided to introduce it after an investigation revealed a strong correlation between breakdowns on the road, accidents, and tires older than 10 years. This investigation was commissioned by the UK Department for Transport.
It is noted that the ban also applies to "refreshed"/retreaded tires of the specified age category.
By the way, the UK is a country with one of the lowest levels of road traffic accidents. Laws and regulations are constantly updated here, so such a move by the authorities is not surprising.
