I often travel around Ukraine and have repeatedly noticed that signs with names of populated areas (white background) are placed long before the start of residential areas. For example, at the entrance to Kyiv from the Odesa side. The first houses appear only a few hundred meters after the sign. At the same time, the traffic rules state that such a sign should be located directly at the beginning of the built-up area.

When I pass the sign shown in the photo, should I immediately reduce speed to the city mode? Or should I do it later, when the houses begin?
Answer from instructors of the Karat school:
Sign 5.45 "Start of populated area" is placed where the built-up area adjacent to the road begins. Speed must be reduced in any case. Even if the sign is placed earlier than the first buildings appear, the driver is still obliged to obey its requirements.
Conclusion:
Speed must be reduced without fail.
