What about lawns that are specially grown in parking lots near some shopping centers?

According to traffic rules clause 1 "General provisions", a lawn is an area of homogeneous territory with a turf cover artificially created by sowing and growing turf-forming grasses or turfing.
Clause 15.10 (e) prohibits parking of vehicles on lawns.
Clause 26.2 "in a residential area it is prohibited: parking of vehicles outside specially designated places and their placement that impedes pedestrian movement and passage of operational or special vehicles".
We draw a conclusion from the above. Parking in this area is a violation of traffic rules and is punishable by a fine.
But there is indeed a nuance: adjacent territories are not controlled by the police, but fall under the jurisdiction of the Kyiv City State Administration. In 2008, Decision No. 1051/1051 of the Kyiv City Council "On the rules of improvement of the city of Kyiv" came into force. In accordance with it, it is prohibited to place vehicles, create a threat to road safety, and also hinder the performance of works on maintenance of roads, green spaces, buildings and structures located along the road. In accordance with the order of the executive committee of the Kyiv City Council dated 31.12.2008 No. 1803, employees of the KP "Kyivzelenbud" were appointed as responsible inspectors for the improvement of the capital and received the right to conduct inspections and draw up protocols on detected violations. Point "3" of this document provides that the inspector, in the absence of the violating driver, photographs his car and, on this basis, draws up a protocol on the violation.
Let's summarize:
Parking on lawns is prohibited and is punishable by a fine, which can be issued by employees of the City Administration. But if the lawn is located in an equipped parking lot, it falls under the category of "specially designated places" where parking is allowed.
