Most often, the violators were citizens of Moldova, Belarus, Russia, and Poland. However, it is possible that some cars with foreign registration were driven by Ukrainians as well.
Since November 19, 2020, a new service has been launched that allows bringing to responsibility for speeding foreigners who came to Ukraine by car. This became possible thanks to the cooperation of the Ministry of Internal Affairs and the State Border Guard Service.

As reported by the Ministry of Internal Affairs, upon entry, information about the car's license plate, the driver's surname, and passport data is entered into the database of the State Border Guard Service. If a foreigner exceeds the speed limit and it is recorded by a camera, all necessary information for drawing up a resolution on a traffic violation is automatically sent to the National Police.
Violators receive resolutions on fines at the border when leaving Ukraine. In total, almost 770 have already been issued, with 80% of foreigners having already paid the fines. Those who refused to do so within 30 days have been banned from entering Ukraine.
