"Almost every fifth road accident in the country occurs due to the fault of drivers under the influence of alcohol. In addition to service weapons and special equipment, police officers need powers, a legislative framework, and a sense of responsibility when recording offenses. I am transferring these powers and tools to you. I am convinced that they fall into reliable, professional, and honest hands that act in the interests of the state," the head of state stated.

In accordance with the adopted norms, driving a car while under the influence of alcohol, drugs, or other intoxicants, as well as under the influence of medications that affect concentration and reaction speed, is punishable by a fine of 600 non-taxable minimum incomes of citizens (currently one such minimum is equal to 17 hryvnias, which totals approximately 10,200 hryvnias) and a one-year deprivation of driving license.

In the previous version of the Code of Administrative Offenses, a similar violation implied a penalty of a fine of 200 non-taxable minimums (3,400 hryvnias) and deprivation of rights for a period of one to two years.

If within a year a driver again gets behind the wheel while intoxicated, they face a fine of 1,200 non-taxable minimums (20,400 hryvnias) and a three-year ban on driving a vehicle.

For drinking alcohol or using narcotic substances after an accident or stopping the car by a police officer, but before undergoing a medical examination, a fine of 1,200 non-taxable minimums (20,400 hryvnias) with deprivation of rights for three years or administrative arrest for 15 days is provided.

For a third such violation recorded within five years, the punishment is stricter: the fine will be 40,800 hryvnias, and rights will be deprived for a ten-year period.
