This was reported by Roman Kachur, who holds the post of Deputy Minister of Economic Development and Trade of Ukraine, during public hearings organized to discuss the relevant draft law.

The document implies zeroing tax fees for a three-year period. This will only affect electric vehicles designed for a maximum of nine passenger seats including the driver's. Thus, the authorities expect to push Ukrainians to purchase such cars and, accordingly, reduce the deficit of the state's balance of payments, since fuel consumption will decrease.
According to UNIAN, if the share of electric vehicles in Ukraine reached 10%, it would allow reducing imports of petroleum products by $1.5 billion annually. Entrepreneurs, in turn, note that it is quite realistic in the country to organize the production of both the electric cars themselves and batteries for them in a short time. In addition, the option of converting ordinary gasoline cars into electric ones is being considered.
