The capital's authorities have proposed tying the size of the fine for traffic violations to the value of the violator's car. According to officials, this approach would be fairer and more effective in combating chronic non-payers.

The head of the Moscow Department of Transport, Maxim Liksutov, explained that the price of a car could be determined in two ways: through a CASCO policy or using special reference books that customs authorities use to assess vehicles.

It is worth adding that a similar practice already exists in a number of European countries — there, the size of the fine depends on the driver's annual income. One of the strictest countries in this regard is Finland. There, the police first ask the violator about their income, then verify this data, and only after that impose the penalty. If a driver tries to hide their real earnings, they face additional liability on top of the monetary fine itself.
