According to government resolution No. 286 of March 4, 2025, and the order of the Ministry of Internal Affairs No. 1075 of December 27, 2023, passing the technical inspection now requires mandatory video and photo recording. At each technical condition inspection point, at least two cameras must be installed to record the entire vehicle inspection process. If such equipment is insufficient, the installation of additional devices is provided.
Special attention is paid to the quality of photos: the vehicle must occupy at least 70 percent of the frame area, be photographed from all angles, and with lighting turned on — headlights, parking lights, etc.
Andriy Laban noted that these changes are being introduced to improve the quality of technical inspections and strengthen supervision over this procedure, which, in turn, should reduce the risk of abuse.
The inspection is carried out by accredited organizations — currently there are about 800 such points in the country. Control over the implementation of the new rules is entrusted to the service centers of the Ministry of Internal Affairs, which analyze electronic technical inspection protocols published in open access on the website of the Main Service Center.
Who needs to undergo technical inspection and with what frequency?

Passenger cars used for commercial purposes, together with trailers older than 2 years — once every two years;

Trucks weighing up to 3.5 tons and their trailers older than 2 years — also once every two years;

Freight transport weighing over 3.5 tons, corresponding trailers, and taxis — annually regardless of age;

Buses and vehicles for transporting dangerous goods — twice a year.
Fines for violations
Drivers who have not passed the technical inspection on time or provided forged documents will be brought to administrative responsibility. For driving a vehicle without a valid technical inspection protocol, the police may issue a fine of 340 hryvnias. For companies conducting inspections with violations, a fine of 1400 hryvnias is provided.
Currently, the official publication of the order is expected, after which the new rules will come into force.
