Before making decisions on the bill, it was proposed to launch a pilot project to assess its effectiveness. The goal is to identify and eliminate all weaknesses of the new system. Most likely, the first subjects of the experiment will be the capital's motorists.

During the discussion, participants noted that automatic recording of traffic violations has long been functioning in many Western countries. Among the CIS countries, this method has taken root reliably in Belarus, Russia, Kazakhstan, and Moldova. But there is one very big problem - the decision of the Constitutional Court on the contradiction of these recording systems to the constitutional norms of Ukraine. This is due to the difficulty of determining the culprit - when the one who committed the violation is not punished, but the owner of the vehicle. Accordingly, for the normal and trouble-free implementation of automatic recording systems, it is necessary to amend the Constitution.
