It is possible that the sign was simply not removed — and then it is an oversight on the part of road services. However, if we consider the situation from the point of view of the rules, the interpretation is as follows: the presence of a "no entry" sign means a complete ban on entry for all vehicles, except for route buses moving along an approved route.
To summarize:
Since the bus station is located right after the traffic light, it is logical to assume that the sign is installed specifically to restrict entry to its territory: only buses heading to the bus station can pass. Thus, driving under the "no entry" sign is prohibited at any traffic light signal for everyone except route buses.
