Earlier, on May 7, the Ukrainian Automobile Manufacturers Association "Ukrautoprom" on behalf of ZAO "Zaporizhia Automobile Plant" and ZAO "Eurocar" sent an appeal to the Ministry of Economic Development and Trade. Ukrainian manufacturers claimed that the government of Uzbekistan provided financial support to its automobile plants, thereby creating unequal conditions for competition.
On October 3, 2018, the Interdepartmental Commission on International Trade initiated an anti-subsidy investigation into the import of passenger cars of Uzbek origin to the Ukrainian market to study the situation in detail.
As part of the review, the Embassy of Uzbekistan in Ukraine provided official explanations. According to the Resolution of the President of the Republic of Uzbekistan No. PP-800 dated 21.08.2008 "On the Establishment of an Enterprise with Foreign Investments" (ZAO "General Motors Uzbekistan"), local producers enjoyed preferences until the end of 2017, and since 2018 these benefits are no longer applied.
In addition, in 2018 compared to the previous year, the share of Uzbek cars in total imports fell from 20.3% to 9%, and in the last months of that year, supplies from Uzbekistan almost completely ceased.
Based on these data, the commission concluded that there is no need to impose countervailing measures and decided to close the anti-subsidy investigation into the import of passenger cars from Uzbekistan without applying any restrictions.
