This was reported by Olena Moshynska, deputy head of the customs control management department of the State Fiscal Service's customs control organization department.
According to her, since January 2017, 380,520 cars have been placed under the temporary import regime on the territory of Ukraine. For comparison: for the entire 2016, this figure was 588,330, and in 2015 — 472,140.
The fiscal service noted that penalties for exceeding the transit time limits for vehicles are provided for by Article 470 of the Customs Code of Ukraine. The amount of the fine ranges from UAH 170 to UAH 8,500, depending on how long the deadline was exceeded. For violation of temporary import deadlines, liability arises under Article 481, and here the fine is already from UAH 850 to UAH 17,000.
Since the beginning of 2017, fines totaling UAH 46.6 million have been paid for offenses under Article 470 — 8,980 such cases were recorded. Under Article 481 — UAH 22.1 million for 1,970 violations.
Another UAH 69.6 million in fines (164 violations) was for using a car for purposes other than those declared in the declaration. In such situations, the owner used benefits when paying customs duties. According to the Customs Code, in this case the fine is 300% of the difference between the standard and preferential customs fee.
Recall that earlier Ukrainian courts have already begun to hold owners of cars without customs clearance accountable.
