Auto insurance is a mechanism for protecting the property interests of vehicle owners, covering the risks of theft, various damages, as well as liability arising from road traffic accidents. The company "VUSO" has permits to carry out all forms of car insurance. In the Ukrainian market, this instrument is used to compensate for losses incurred as a result of intentional or unintentional actions that led to damage to the vehicle. The amount of compensation payments is determined by the chosen type of insurance and the terms of the concluded agreement. Various insurance programs offered by "VUSO" include coverage of costs for restorative repairs of the car after an accident or technical malfunction, as well as the purchase of a new vehicle to replace a stolen one.
The level of demand for such services correlates with road accident rates and the number of unlawful encroachments on other people's cars. This area is regulated by the provisions of Articles 6 and 7 of the Ukrainian Law "On Insurance", which divide insurance into two categories: compulsory and voluntary.
Compulsory motor third-party liability insurance (MTPL)
This type of insurance operates on the basis of a separate legislative act of Ukraine dedicated to compulsory insurance of civil liability of owners of land vehicles. Regulation of the process, approval of standard contract forms, determination of insurance amounts and maximum tariffs, as well as methodologies for their calculation, are within the competence of the Cabinet of Ministers of Ukraine. Special requirements are established for insurers operating in this segment when obtaining a license.
The MTPL policy covers the following categories of vehicles:
×passenger cars (both domestic and foreign production);
×minibuses (intended for the transportation of goods and passengers);
×trucks and trailers for them;
×buses.
Vehicles subject to compulsory insurance include those that:
×have been registered on the territory of Ukraine;
×have been imported into the country for temporary use on the customs territory, having registration in another state.
The key goal of MTPL is to ensure compensation for damage caused to the life, health, or property of victims in an accident, as well as to protect the financial interests of policyholders. The policy itself serves as documentary confirmation of the insurance contract. The driver is obliged to present it to police officers upon first request for verification. The absence of this document is a violation for which a fine of 425 to 850 hryvnias is provided.
The final cost of insurance is influenced by the following parameters:
×territorial affiliation of the vehicle registration. For vehicles registered in large cities, the tariff is higher due to denser traffic and, consequently, an increased likelihood of being involved in an accident;
×engine power (its displacement);
×duration of the insurance contract;
×the number of drivers allowed to drive, their experience, and the duration of accident-free driving.
To obtain an MTPL policy, you will need to provide:
×a citizen's passport;
×a driver's license;
×a technical passport (vehicle registration certificate).
Representatives of privileged categories of citizens must additionally attach documents confirming their status. For example, a 50% discount on the insurance premium is provided for:
×combat veterans (war participants);
×disabled persons of the second group;
×persons recognized as victims of the Chernobyl disaster (categories I and II);
×pensioners.
This discount applies exclusively to cars with an engine displacement not exceeding 2500 cubic centimeters. In this case, the car must be owned by the beneficiary, and only he has the right to drive it.
When issuing MTPL, the insurance agent gives the client not only the policy itself, but also a special sticker for placement on the windshield, as well as a European accident report form for filing an accident without calling the police.
The maximum amount of insurance compensation for damage to property is set at 50 thousand hryvnias per victim. If the total damage under one insured event exceeds this amount by five times, then payments to victims are distributed proportionally. In case of damage to health or life, the insurer's liability limit is 100 thousand hryvnias per victim.
International "Green Card" policy
When planning a trip by car outside Ukraine to the member countries of the "Green Card" system, the driver is obliged to purchase a single international certificate (policy). Its validity is recognized exclusively on the territory of these states. This program is a compulsory insurance of civil liability of car owners, operating within the member countries. The system includes Russia, Moldova, Belarus, as well as 47 European states.
If an accident occurs due to the fault of the holder of the "Green Card" certificate, the insurance company assumes obligations to compensate for harm caused to third parties. The amount of insurance sums and the rules for making payments are determined by the legislative norms of the country on whose territory the accident occurred.
The validity period of the "Green Card" can vary from 15 days to one year.
Voluntary vehicle damage and theft insurance (CASCO)
CASCO provides comprehensive protection of the vehicle against a wide range of risks, including complete destruction or theft. The following events are recognized as insured events:
×an accident that occurred both due to the fault of the policyholder himself and due to the fault of other road users;
×a road traffic accident with victims (RTAV);
×natural disasters and calamities;
×man-made accidents;
×animal attacks.
The insurer has the right to refuse compensation in the following situations:
×the owner deliberately damaged his own car in order to illegally obtain the insurance amount;
×the driver was a person who did not have a valid driver's license;
×the driver was driving a vehicle while intoxicated or under the influence of psychotropic substances;
×the insured event occurred outside the territory covered by the policy.
There are two options for CASCO insurance: full and partial. The full list of insurance risks is fixed in the individual contract and may vary depending on the policy of a particular insurance company. The car owner has the right, before signing the contract, to adjust this list in agreement with the insurer. Partial CASCO, unlike full CASCO, does not include the risk of theft.
The main advantage of CASCO is the broadest degree of insurance protection. The main disadvantage is the rather high cost of the policy. The price is formed taking into account many factors: the make and age of the car, its engine displacement, the presence of an anti-theft alarm, the driving experience of the car owner, the place of registration of the vehicle, and other conditions.
In the event of an accident, the amount of damage within the insurance limit can be transferred directly to the car owner or, with his consent, directly to the service center carrying out repairs.
Voluntary civil liability insurance of car owners (VCLI)
The VCLI policy serves as an additional extension of the liability limits established by the MTPL policy. In the event of an insured event, payments are first made under compulsory insurance. If the MTPL amount is insufficient to fully cover the damage, VCLI comes into force.
For payments to be made, the fault of the policyholder must be established and confirmed in court. In this regard, in the event of an accident, law enforcement authorities should be notified immediately.
When concluding a VCLI contract, it is worth paying attention to a number of key points:
×the circle of persons covered by insurance: only the owner of the car or any persons driving it legally;
×the liability limit (insurance amount): it can be uniform for all types of damage or divided into separate sub-limits for damage to property and damage to health/life;
×the amount of the deductible, that is, the amount that the policyholder pays independently.
Purchasing a VCLI policy does not exempt vehicle owners from the obligation to take out compulsory MTPL insurance.
