Amendments to the Budget Code of Ukraine are planned, providing for a pilot project in three regions - Odesa, Volyn, and Lviv. Funds received in excess of planned customs revenues are expected to be directed to the restoration and current repair of state highways. The corresponding draft law (No. 2315a) has already been prepared in the Presidential Administration and passed the first reading in the Verkhovna Rada.
According to the document, half of the excess customs fees will be transferred to the state budget, and the second half - to special funds of regional budgets. This money is allowed to be spent on the reconstruction of roads Odesa - Reni, Lviv - Radekhiv - Lutsk, Lviv - Skole, and Skole - Slavske. The experiment is designed to last approximately until January 1, 2017.
As sources close to Saakashvili report, it was he who initiated this idea. In particular, he needs funds to update the Odesa - Reni highway with a length of 295 km, the cost of work is estimated at 4.8 billion UAH.
