Sergey Kuyun, head of the consulting company A-95, notes that the tax burden on the cost of gasoline reaches 40%, including excise duty, VAT, and a five percent tax on retail sales of excisable goods. In total, this amounts to about nine hryvnias per liter. This is what he explains why in the United States fuel is four times cheaper than in Ukraine, even with a significant reduction in oil prices.

If we conduct a hypothetical experiment, assuming that oil for Ukrainian needs comes without any payment, the price of gasoline at gas stations would still consist of processing costs — about 3-4 hryvnias, logistics costs, and the aforementioned taxes. At the same time, market factors of supply and demand are not taken into account.

As previously reported, in 2016 the introduction of a 13 percent excise tax on fuel in Ukraine is not ruled out.
