The specified documents provide for the gradual liberalization of such measures through regular (equal) intervals of their validity. The VAAD warns that April 13 will mark exactly one year since the special duties were introduced in Ukraine.

In this regard, by the end of February 2014, the relevant decision on liberalization should be made by the Interdepartmental Commission, and the resolution should take legal effect before 14.04.2014. Given that the special duties were introduced in Ukraine for three years, it is logical to expect their reduction by one third.

Let us recall that the special duties apply to petrol passenger cars with engine displacement from 1 to 2.2 liters and amount to: 6.46% for engines from 1000 to 1500 cm3, and 12.95% from 1500 to 2200 cm3. The introduction of special duties largely changed the attitude of Ukrainians towards diesel cars, making such cars more advantageous from the buyer's point of view.
