According to the specified document, vehicles older than 30 years that are recognized as historically significant and classified as antiques or collectibles are exempt from the recycling fee. However, the key point is not the tax itself, but the preparation by the Cabinet of Ministers of subsequent orders regarding the disposal of old cars.
At the moment, the details of these documents remain unknown, but there is a possibility that cars aged 10 to 15 years will be included in a recycling program that will be voluntary-compulsory in nature. Owners of such cars may be offered monetary compensation or a certificate entitling them to purchase a new car produced in Ukraine. Thus, car owners whose old vehicles can be classified as historical valuables will be able to continue using their rarities without hindrance.
The government has divided old cars into several types: original, authentic, restored, and rebuilt. However, clear criteria for each type are not specified, which makes the classification process simpler for owners of such cars.
In addition, old vehicles are divided into categories denoted by letters from A to E. The years of production of cars are also divided into time intervals, each assigned a letter from A to G. The mechanism of the voluntary-compulsory recycling program has not yet been clarified, but financial measures are likely to be applied, including additional environmental fees.
