Legislative initiative No. 7466 received support from only 212 people's deputies, while 206 deputies voted for No. 7468. In addition, there were several attempts to vote on alternative options, but none of them gained the required number of votes.
Draft law No. 7466 concerned reforming the approach to taxing passenger cars by introducing an updated scheme for calculating customs duties. According to it, the price of the car would not be taken into account, and the formula itself would be based on criteria such as the age of the vehicle, type and engine displacement, as well as the uniqueness of the model.
The adoption of draft law No. 7468 provided for amendments to the Customs Code of Ukraine. As Yaroslav Zheleznyak explained, the procedure for registering a car through the "Diia" app would look like this:
·A person buys a vehicle.
·Logs into "Diia".
·Enters the VIN code and fills in the rest of the information about the car.
·The app calculates the amount of required customs payments.
·The citizen makes the payment.
·Signs the declaration in "Diia".
·ASMO generates the customs declaration automatically.
·"Diia" transmits the information to ASMO.
·The car arrives at the border.
·The inspector verifies the declaration, documents, and the car itself.
·The banking institution debits the funds.
·The car enters the territory of Ukraine.
It is worth noting that "Diia" has already introduced a test mode for calculating the cost of customs clearance, which would work if the relevant legislation were adopted. The Ministry of Digital Transformation emphasized that automating this process would make it more convenient for drivers and eliminate the possibility of corruption.
