The document proposes amendments to the Code of Ukraine on Administrative Offenses, adding a new article numbered 1213. It provides for liability for driving or using a car without a license plate, with a plate that does not meet state standards, is not in its proper place, is turned upside down or without illumination, is covered by any objects, even transparent ones, and also if the plate has a coating or materials applied that make it difficult to recognize. In addition, punishment is threatened for a dirty plate when the characters cannot be seen from a distance of 20 meters, as well as for any other intentional actions aimed at hiding the plate. For such violations, it is proposed to impose a fine of 70 non-taxable minimum incomes of citizens.
Separately, in part two of Article 121-3, it is planned to establish sanctions for the unlawful use of special license plates belonging to the Armed Forces, the National Guard, the State Border Guard Service, the State Emergency Service, the State Special Transport Service, the State Special Communications Service, or the National Police. For such an offense, the Verkhovna Rada wants to set a fine of 100 non-taxable minimum incomes, which amounts to 1,700 hryvnias. If the violation is repeated within a year, the amount will increase to 200 non-taxable minimum incomes (3,400 hryvnias), and additionally, the driver may be deprived of the right to drive for a period of 3 to 6 months.
