Draft law No. 7026 proposes increasing fines for wealthy Ukrainians who can afford luxury cars. The draft law also defines what a "luxury car" is.

These include passenger cars whose cost exceeds 375 minimum wages in Ukraine, which as of 2022 is about 2.4 million hryvnias (or 85 thousand US dollars).
If the draft law is adopted by the Ukrainian parliament, owners of such cars will be required to pay double fines if a criminal offense is committed. If it is an administrative offense, fines for them are proposed to be increased 10 times.
For example, criminal offenses in Ukraine include replacement, destruction, or forgery of numbers of units and assemblies, while administrative offenses include driving without a seatbelt, running a red light, speeding, and others.
