According to Vesti, the State Infrastructure Agency of Ukraine has already placed a tender request in the ProZorro system for the purchase of 400 wheel locking devices intended for the National Police. The purchase amount is 600 thousand hryvnias.

Such devices are intended to replace tow trucks. According to current legislation, vehicle towing is considered an extreme measure of influence on those who violate parking rules. It can be used only when the car obstructs the movement of other road users.
In addition, in Kyiv and other large cities, stopping and parking rules are violated everywhere, and the available number of tow trucks is simply insufficient. At the same time, the use of wheel locks will help save time, nerves, and money for drivers themselves: dismantling such a device will likely be faster and cheaper than retrieving a car from an impound lot.
Wheel locking is also possible in situations where a driver is behind the wheel without a driver's license or under the influence of alcohol. It is worth noting that similar practice was previously used to combat violators, but then it was recognized as unlawful and canceled. Now, changes have been made to the legislation, and vehicle locking on the territory of Ukraine has become permitted.
