The Ministry of Finance has come up with a new legislative initiative, and officials have already calculated potential revenues to the state treasury. If the proposal is approved, drivers will be able to bring an additional 3.4 billion hryvnias to the budget. For comparison: over the first ten months of 2015, owners of premium cars — vehicles no older than five years with an engine displacement of more than three liters — transferred about 400 million hryvnias to the state.

The document describing the new approach to taxing vehicle owners was registered on December 22. According to it, starting from 2016, an annual fee of 25 thousand hryvnias will have to be paid by all who own a passenger car worth more than 1 million hryvnias. To be more precise, the definition of "luxury" includes passenger cars whose value reaches 750 minimum wages. Given that the 2016 budget includes a minimum wage of 1378 hryvnias, the threshold for paying the tax will be 1.033 million hryvnias.

At the same time, engine displacement does not matter, but there is an age restriction — the car must not be older than five years.
