This norm is proposed to be abolished, since its introduction, as claimed, was driven not by environmental concerns, but by the opportunity to build corruption mechanisms.

The requirement for mandatory 5% bioethanol content in automotive fuel, according to information, was promoted by Yuriy Ivanyushchenko, the curator of Ukrspirt, as well as former ministers Yuriy Boyko (fuel and energy) and Mykola Prysyazhnyuk (agrarian policy). It is estimated that the income of the involved parties from fraud related to Ukrspirt reached 3.5 billion UAH.

After the law came into force, representatives of Ukrspirt noticeably intensified statements about the urgent need to increase bioethanol production. However, the program could not be implemented. The reason is simple: the by-laws that were supposed to regulate the tax and technical conditions for the use of bioethanol in gasoline were not adopted.
